Position Summary 

The GARE Data and Insights Manager is primarily responsible for collecting, analyzing, and reporting data aligned with GARE’s measurement and evaluation framework that allows all stakeholders (GARE staff, network members, and funders) to understand GARE network’s activities and impact. This position also works on other research projects to support GARE programming broadly as needed with the Director of Data and Insights and works with the Operations Team to ensure all grant reporting fields are being tracked and monitored. 

Duties and Responsibilities 

Works under the direction of the GARE Director of Jurisdiction Evaluation to: 

• Provide cross support for GARE’s Continuous Improvement, Assessment, Reflection, and Evaluation (CARE) /Jurisdiction Evaluation and survey research bodies of work to continuously monitor internal and network performance indicators to ensure we are meeting organizational and network needs. 

• Actively aid in providing technical assistance support to GARE member jurisdictions engaged in measuring jurisdictional impact and work with the Director of Jurisdiction Evaluation to report insights to GARE team and network. 

• Manage and improve GARE’s measurement and evaluation framework by collecting, analyzing, and reporting programmatic data that supports GARE staff to make better decisions for their projects and communicate the network’s impact. 

• Support GARE Strategic Content Manager in insight generation, transforming raw data into actionable insights that inform strategic decisions and the development of strategic content for GARE’s network. 

• Collaborate with GARE staff to support them in utilizing best practices in collecting and analyzing data they need for continuous improvement and ensuring their activities have the highest impact. 

• Prepare annual evaluation reports for each of GARE’s self-paced learning courses. 

• Collect and analyze data every month from the GARE online community and share insights from the data to help GARE staff better understand the pulse of the network. 

• Serves on data-driven projects aimed at testing innovative and strategic approaches to advancing racial equity in government, conduct relevant research, data analysis, and create reports. 

• Grow existing and build new member relationships.

• Able to conduct guided quantitative and qualitative analysis 

• Ability to manage deliverables with self-direction and a commitment to quality 

• Able to perform detailed analyses of relevant data, with recommendations as appropriate; use creative problem-solving skills 

• Capable of presenting their work in a variety of formats, oral and written. 

Qualifications and Experience 

• Three to five years of data analysis experience. 

• Experience using data-viz and CRM platforms such as Tableau and Salesforce is required. 

• Bachelor’s degree or equivalent experience in related fields. 

• Demonstrated commitment to racial justice work. 

• Experience using virtual collaboration software such as Asana, Slack, and Canva is a plus. 

• Experience with a range of research and evaluation methodologies. 

• Experience working within or closely adjacent to government agencies is a plus.
