This network has grown dramatically over the past five years, now representing nearly 200 local, regional, and state jurisdictions with the potential to influence millions of residents across the United States. GARE is structured to support jurisdictional members via Regional Managers across the country and is hiring new team members to serve the East, Midwest, and West regions.

Position Summary

GARE Regional Managers provide technical assistance and support for local and regional governmental jurisdictions working to advance racial equity, building on significant work underway and bringing additional attention to the states in the region. Work includes developing cohorts of local governmental jurisdictions who work through ongoing training and capacity building processes. This project will build off of GARE / Race Forward’s substantive experience in operationalizing racial equity in local government. Regional Managers should be equipped to support jurisdictions just getting started working to advance racial equity, as well as those that have already made substantive progress. Regional Managers weave together content, peer-to-peer learning and resources for participation, individual jurisdiction implementation strategies and communications support.  This wrap-around support for jurisdictions builds on the success of existing GARE strategies, and is a promising approach in encouraging jurisdictions to advance racial equity with the resources to succeed.

Duties and Responsibilities

The Regional Manager’s essential functions include the development and implementation of regional cohorts, including leading workshops, convenings, trainings, facilitation, tool and curriculum development, and identifying opportunities for strategic action by cohorts. This includes cultivating relationships with partners, supporting cohort efforts and gatherings, supporting research, policy development and advocacy work, and conducting relevant project management duties.

In addition, Regional Managers

· Help to facilitate and lead Subject Area Groups, e.g. Parks, Libraries, Criminal Justice, etc. that support racial equity strategies within a specific functional area across many jurisdictions. Subject Area Groups help to advance a racial equity field of practice via webinars, issue papers and blogs.

· Manage and implement contracts with individual jurisdictions designed to support a jurisdiction’s progression to a deeper level.

 

The East Regional Manager will work with jurisdictions in twelve Eastern states. The project will work with jurisdictions in DE, MA, MD, ME, NH, NJ, NY, PA, VA, and WV.

 

· Develop and sustain relationships with ST and local government leaders and constituencies to support building the GARE Movement;

· Provide racial equity capacity building to governmental jurisdictions.  This includes delivering workshops, hosting convenings and recruiting, managing and facilitating learning cohorts.

· Provide technical assistance and support for development of Racial Equity Action Plan, Racial Equity Tools, and documenting results.

· Provide advice and strategic counsel to jurisdictional Core Teams that are supporting institutional culture change across all departments;

· Identify and build relationships with local advocates, stakeholders and prospective program funders;

· Manage program administrative tasks to support the program;

· Assist with developing proposals and responding to Requests for Proposals / Requests for Qualifications;

· Work as a GARE team member to support a national membership meeting, subject area working groups, and work in other regions.

 

Skills and Experience

 

Candidates for this position will be expected to discuss how their skills and experience relate these job roles.

 

· Demonstrated commitment to racial justice and anti‐poverty work;

· A minimum of 3 years of experience working for or with government;

· A minimum of 3 years of experience working with networks, coalitions, or cohorts;

· A strong organizational development analysis and experience implementing institutional change efforts;

· Experience with public sector policy development and / or advocacy;

· Strong group facilitation skills;

· Project management and logistics skills – especially with events planning and management;

· Outstanding communication skills, written and oral;

· Ability to motivate and inspire others to take action;

· Proactive, self‐directed, and able to multi‐task effectively.

 

Additional Information

This position requires long periods of time at a desk on a computer and includes inter-state travel, which will be frequent at times.
